1. Of the judgment of the first instance court, the part against the plaintiff falling under the order to revoke below shall be revoked.

Reasons

1. Details of the disposition;

A. The Plaintiff’s status as a public official belonging to Busan Metropolitan City, who was appointed as a local environmental official on April 1, 1996, and served as the head of B Center on July 12, 2010, served as the Defendant’s dispatch order from August 29, 201 to May 12, 2013 in accordance with the dispatch order issued on August 25, 201, and returned from the Defendant’s secondment order issued on May 3, 2013.

B. On March 14, 2013, the Defendant notified “the assessment plan for dispatched persons of at least Grade IV in the year 2012” to the respective offices, places of business, etc. of Busan Metropolitan City, Busan Metropolitan City. On March 27, 2013, the result of the final assessment of job performance in the year 2012 (Plaintiff: 86.6 points; hereinafter “the assessment plan for job performance in the year 2012”) for dispatched persons of Grade IV or higher, who are those subject to performance evaluation, including the Plaintiff, on March 27, 2013.

On April 18, 2013, based on the decision on performance evaluation in the year 2012, the Plaintiff’s performance-based performance-based performance-based performance rating was determined as “C Grade” at the lowest level (hereinafter “2013 performance-based performance-based performance rating”) and the Defendant notified on March 29, 2013 that “the performance-based performance-based performance-based performance-based performance-based performance rating for Class IV or higher, including the Plaintiff, was conducted at each office, business office, etc. of Busan Metropolitan City, and “the performance-based performance-based performance rating for Class IV or higher,” and on April 15, 2013, the Defendant notified the job dispatch of the results of the final performance-based performance-based performance-based performance-based performance assessment (83.5; hereinafter “2011 performance-based performance-based performance-based performance assessment”) and the filing period for the Plaintiff’s performance-based performance-based performance-based performance-based performance-based performance-based performance rating for Grade C (hereinafter “Class C”).

The plaintiff, dissatisfied with this, filed an appeal review with the Busan Metropolitan City Appeals Commission for the assessment of performance of each of the instant duties and the revocation of the determination of performance-based performance rating of each of the instant case.
