The defendant is a member of the Korean Metal Industry Association under the Korean Democratic Trade Union Federation.

On January 30, 2013, around 15:58, the Defendant gathered to participate in the National Democratic Labor Union Resolution 1,300 participants of the above assembly, including about 1,300 participants of the conference, and went through the South-west-ri and Seoul Station using two lanes from the place where the assembly is reported, while moving along to the Korean Chamber of Commerce and Industry at around 17:00 on the same day, the Defendant went through a parallel of way in the direction of the assembly, not in the place where the assembly is reported, and occupied four lanes from the place where the assembly is reported, and occupied four lanes from the old Samsung Franpp 1,5 lanes to the end of the year where the assembly is reported, and obstructed the traffic of the vehicle by not later than 17:47 on the same day.

Accordingly, the defendant conspired with the above participants in the assembly and interfered with the traffic by land.
