A. The defendant organized the Organizing Committee for the Incheon World Festival (hereinafter referred to as the "Urban Festival Committee") to supervise specific events.

B. The Defendant, aside from this, organized “Scar” as an event for the purpose of the exhibition of light sport aircraft and the introduction of Incheon Airport, which was held every year along with the Incheon Airport Promotion Committee, and the department in charge of the Defendant’s side of Scar was C.

On September 26, 2009 and September 27, 2009, at the event site of the Incheon World Festival, public officials of the Committee and C and affiliated public officials planned to proceed with the operation of the guard-free aircraft (hereinafter referred to as the “instant event”) which was part of the aviation events of the “Scara Pebp” at the event site of the Incheon World Festival (hereinafter referred to as the “Scarp”) for both days, at the event site of the Incheon World Festival (hereinafter referred to as the “instant event”).

C. Accordingly, the Incheon Metropolitan City Federation organized and organized the instant event, and the Korean organization organized and supervised by the Korean organization, and there was a consultation to provide administrative support necessary for the Urban Festival Committee and C to which the Defendant belongs.
