[criminal record] On May 16, 2008, the Defendant received a summary order of KRW 2 million as a crime of violating the Act on the Management and Use of Livestock Excreta at the Jeju District Court.

[Criminal facts] The Defendant is a person who operated a C farm, which is the head of both money in Seogpo City B, and obtained permission to install a facility for discharging excreta from livestock.

No person who discharges, collects, transports, disposes of, or spreads livestock excreta, manure, or liquid manure shall commit an act that discharges or is likely to bring livestock excreta, manure, or liquid manure into public waters by discharging or neglecting it or by spraying it in breach of the standards for spraying liquid manure.

Nevertheless, from October 2015 to May 2017, the Defendant: (a) linked to the storage of the above farm to install one math capacity pumps; and (b) discharged, without permission, livestock excreta of about 2,480 tons into the farmland owned by the Defendant in the vicinity of the farm in a manner that discharges livestock excreta into approximately 50 meters; (c) discharged, without permission, livestock excreta of about 2,480 tons in the manner that discharges livestock excreta into the farmland owned by the Defendant in the vicinity of the farm; and (d) discharged, without permission, livestock excreta of a quantity of livestock that cannot be known among them into the surrounding agricultural waterway.
