The defendant is a person who operates slaughter business and meat processing business while operating the limited liability company D in Kim Jong-si.

Any person who intends to operate a business using emission facilities which produce specific substances harmful to water quality shall do so after obtaining permission from the Minister of Environment.

Nevertheless, on June 26, 2013, the Defendant, without obtaining permission for the installation of discharge from the foregoing limited liability company D, operated by using the slaughter facilities, washing facilities, washing facilities, washing facilities, etc. which discharge specific substances harmful to water quality, such as waste play, clean oil, etc.
