1. The summary of the facts charged is the owner of A truck, and around 22:07 on January 24, 1996, the Defendant violated the restriction on operation by loading freight of 11.8 tons on the 4 livestock, exceeding 10 tons of a stable weight, at the Seo-gu Highway Branching 19.5km at the Seo-gu Highway Branching 19.5km of Honam Expressway, and operating the said vehicle.
