Punishment of the crime
On April 16, 2015, from around 19:00 to around 21:00, the Defendant participated in an assembly of “the 10,000 citizen conspiracy conduct for the 1st anniversary of the Sewol ferry,” where more than 10,00 people, such as the 4.16 Family Council D, and the bereaved family members in the Seoul Jung-gu, Jung-gu, Seoul.
At around 21:10 on the same day, the participants of the assembly 10,000 p.m. 21:10 on the same day, “The 10,000 p.m., the participants of the assembly: (a) rancing the sc.m. under the Enforcement Decree of the Special Act of the Government; (b) holding the c.m. c.m. in order to enter the c.s. c. to build the c.m. with the c.m., and by holding the c.m. 10 lanes in the c.m. in order to enter the c.m., the c.m. 10:0 p.m., the participants of the assembly 7,000 p.m., from 21:35 on the same day to c.m., the c.m. 3-ro-ri, c.m. to the c.m. in the direction of the c.m.
The Defendant, from around 21:39 to 21:43 on the same day, occupied a lane prior to the building 10-laned with the participants in the above assembly, thereby hindering the traffic of the roads in collusion with the participants in the above assembly.

According to the pertinent legal provisions on criminal facts, Articles 185 and 30 of the Criminal Act regarding the selection of punishment, and the selection of fines (the evidence supra, the participants in the assembly installed a garage in the process of blocking the traffic by occupying the road and destroying the safety maintenance line, and the Defendant can find out the fact that he occupied the road along with other participants. In light of such circumstances, the assembly in this case led to a situation that the traffic of one-time road at the assembly site was impossible or considerably difficult.
