On June 2015, the Defendant: (a) prepared a plan for the business start-up of return to rural communities with the purport of “to install a facility load of 430 square meters in the Crossing-gun, Gangwon-do, in order to cultivate Haak-gun, Gangwon-do, with an establishment load of 430 square meters; and (b) submitted it to D who is an employee in charge of the said agricultural support and the said business start-up to rural communities; and (c) submitted it to D, who is an employee in charge of the said agricultural support and the said business start-up.
