The facts are as follows: (a)D was entrusted with the implementation of the above G apartment reconstruction project and implemented the project by purchasing the above apartment from the occupants and promoting the reconstruction; (b) however, there was no business fund to lend money from the victims to secure office rent and operating expenses; (c) six households, among the 50 residents of the above G apartment, did not consent to the resolution of sale when demanding the repayment of the debt, such as the secured loan, against the moving-out condition; (d) there was no business fund in the defendant or state; and (e) it was difficult for the above non-resident to accept the demand of the above non-resident to repay the debt to the above non-resident because it was difficult for the defendant or state to receive the business fund from the investment company on the condition of the commencement approval; (e) however, the above reconstruction project was at a de facto crisis due to the failure of some households to obtain the approval of the commencement, and therefore there was no intention or ability to return the money borrowed from the victim to sell in return for the money borrowed from the victim.
