On April 13, 2015, the National Democratic Labor Union Federation (hereinafter referred to as the “National Labor Union Federation”) reported to the effect that (i) from around 08:00 to around 24:00 on April 24, 2015, members, etc. were to hold the “National Labor Union Workers’ Competition” among the participation of 20,000 members, etc. in the Seoul square from around 08:0 to around 24:00; and (ii) around April 16, 2015, the Seoul Seoul Metropolitan Police Agency reported to the effect that (i) from around 16:00 to around 18:00 members, etc. of the members, 100 members, etc. of the “Seoul Square-ro 2-ro, Seoul Square-ro, Seoul Square-ro Ro-ro, Ro-ro, Ga-ro, Ga-ro, two lanes along the two-lanes of progress.”

Accordingly, on April 24, 2015, from around 15:25 to 16:45, the Korean Civil Labor Group proceeded with the 8,000 Korean Workers' Competition among the participation of 8,00 members, etc. in the Seoul Squa-ro 1 Seoul Central Government, Jung-gu, Seoul, with the participation of 8,00 members.

However, at around 17:16 on the same day, participants in assemblies, such as construction labor unions, etc., went away from the parallel route reported at the beginning of the intersection, occupy two lanes prior to the two directions, and attempted to enter the intersection with an equitable intersection, but at the same time, they turned the former lane to the intersection by moving the intersection, etc., after blocking by the career, they turned the former lane to the intersection, and interfere with the traffic of vehicles by demonstration.

The Defendant participated in the said Workers’ Games and was driving in around 18:23, and conducted a demonstration with 3,000 other participants in other assemblies at around 18:23, and with 1 Jongno-gu Seoul Jongnoro 1 occupied the intersection, thereby interfering with the traffic of vehicles.

Accordingly, the defendant conspired with the above participants in the assembly and interfered with the traffic by land.
