1. The plaintiff's claim is dismissed.

2. The costs of lawsuit shall be borne by the Plaintiff.

Reasons

1. Details of the disposition;

A. From July 21, 2005, the Plaintiff owned 18,214.6 square meters (hereinafter “instant land”) in Seogu-gu, Daegu-gu (hereinafter “Seoul-gu”).

B. After investigating the individual land characteristics of the instant land, the Defendant selected the Daegu-gu Seo-gu C large 174.9 square meters as a comparative standard site (hereinafter “previous comparative standard site”). On January 1, 2017, the officially assessed individual land price as of January 1, 2017 was calculated as KRW 1,670,000/㎡.

C. Furthermore, from April 13, 2017 to May 2, 2017, the Defendant publicly announced so that landowners and other interested parties may peruse the officially assessed individual land price and submit their opinions.

On April 28, 2017, the Plaintiff perused the officially assessed individual land price of the instant land, and submitted an opinion to the Defendant, stating that the said officially assessed individual land price is adjusted to 1,300,000/m2.

E. The Defendant re-listed the instant land, and requested a Korean appraisal corporation to verify the officially assessed individual land price of the instant land to the Korean appraisal corporation (hereinafter “Ba appraisal corporation”).

On May 8, 2017, the national appraisal corporation submitted a verification report to the Defendant, stating that the officially assessed individual land price of the instant land is adequate, as follows:

The standard place of comparison shall be corrected from the middle angle (04) to the middle angle (05), among the characteristics of the land that has been replaced by "Tgu Seo-gu D" (hereinafter referred to as " modified standard place") in "Tgu Seo-gu C" to the middle angle (05).

F. Accordingly, the Defendant, after deliberation by the Public Notice of Values Committee, determined and publicly announced the officially assessed individual land price as of January 1, 2017 as 1,606,000/m2 of the instant land on May 31, 2017.

(g) On June 20, 2017, the Plaintiff dissatisfied with the instant disposition, and the Defendant, on June 20, 2017, verified the officially assessed individual land price of the instant land to the Sam Chang Chang Chang Co., Ltd. (hereinafter “Seoul Chang Chang Chang”).
