On May 31, 2012, the Defendant was sentenced by the Suwon District Court to imprisonment with prison labor for the obstruction of performance of official duties, and the said judgment became final and conclusive on August 28, 2012.

At around 09:10 on May 9, 201, the Defendant sought at the Gyeonggi-do Office of Labor and Management of the Gyeonggi-do Office of 575-5, Seocheon-dong, Suwon-gu, 575-5, and demanded the victim D (year 37) who is a labor inspector belonging to the above branch office to inform the victim D (year 37) of the company information he/she had worked, and the victim explained that the above information should take a normal procedure, such as receiving a written petition, by personal information.

On the ground that the victim does not teach the information that he wants, the Defendant publicly insultingd the victim by openly referring to the victim as “whether there are these fluorous public officials in the Ministry of Labor, whether there are these fluorous public officials in the Ministry of Labor, and who received money from the company in collusion with the company, and who do not want to speak as a fluorous public official, and who is in collusion with the company,” in the presence of 5-6 victims and civil petitioners.
