Reasons
The court's explanation on this case is identical to the entry of the first instance court's reasoning, except for deletion of the second third line of the reasons for the second instance's judgment. Thus, the court's explanation is acceptable in accordance with Article 8 (2) of the Administrative Litigation Act and Article 420 of the Civil Procedure Act.
Therefore, the lawsuit of this case is dismissed as it is unlawful, and the judgment of the court of first instance is just in its conclusion, and the plaintiff's appeal is dismissed as it is without merit. It is so decided as per Disposition.
