No. 1 of the seized evidence (2017 senior order 5017)

No person, other than a person dealing with narcotics of 2017 Highest 5017, shall sell, deliver, or administer Metepha (one philopon; hereinafter referred to as “philopon”), which is a local mental medicine, and the Defendants are not the persons dealing with narcotics.

1. On March 11, 2017, around 22:00, Defendant A received approximately 0.2g of philopon from F on the street in front of the “Ecopon shop” located in Yangcheon-gu Seoul Metropolitan Government, and handled philopon six times in total, as shown in the list of crimes in the attached Table, from around that time to November 2, 2017.

2. Defendant B

A. On October 28, 2017, the Defendant received approximately 0.1g of oponon from A in front of “H Hospital” located in Yangcheon-gu Seoul Metropolitan Government, from A on the street, and received oponon from A without compensation, and around 15:00 of the same day, the Defendant injected the opon into a single-use copon in the Defendant’s residence located in Guro-gu Seoul Metropolitan Government, and injected the opon with water, and administered the opon on the Defendant’s copon.

B. On November 2, 2017, at around 15:45, the Defendant received approximately 0.3g of philopon from A before Mapo-gu Seoul Mapo-gu J, and received and delivered philopon.

On May 17, 2012, Defendant A was sentenced to ten months of imprisonment with prison labor for a violation of the Narcotics Control Act at the Jung-gu District Court on May 17, 2012, and completed the execution of the sentence at the KCA prison on August 17, 2012.

No person, other than narcotics handler, may receive or deliver Metropopa (one philopon, hereinafter referred to as “philopon”), which is a local mental medicine, and Defendant A is not a narcotics handler.

Defendant

A delivered approximately 0.03g of philophones to M without compensation within the "L" located in the "L" underground floor in Ildong-gu, U.S. in the middle of April 2014, and received and delivered philophones.
