On February 18, 2017, at around 05:47, the Defendant driven BM320 vehicles without a vehicle driver's license in the section of approximately 3 km from the shooting distance located in the area of Suwon-si, Suwon-si to the intersection of approximately 168 km-ro in the same Gu.
