A. From September 16, 2011, the National Police Agency opened a 112 system standardization and integration construction project (hereinafter “the primary project”) and selected a business operator by means of open tendering, and the National Police Agency selected a business operator by means of open tendering (hereinafter “LO”).

A) The Plaintiff and the Defendant were selected as the principal contractor. The Plaintiff and the Defendant, as a cooperation firm of Norway, are security systems and network products (L4S location, hereinafter referred to as “products”).

(2) The Defendant supplied Alteon products to LG, but upon the National Police Agency’s request for revision, the Defendant supplied Alteon products to LOteon via LOtea, one of the domestic sales of LOweg companies.

3) While the National Police Agency was conducting its primary business from November 201, 201, it intended to purchase network equipment necessary for the 112 system standardization and integration project (hereinafter “the 112 system standardization and integration project”). On November 29, 201, the Plaintiff is an open source (hereinafter “open source”) that is another domestic company of Drwegian and another domestic company.

(B) Through B. 2. The Plaintiff, on January 13, 2012, drafted a “the 112 National Police Agency’s integrated business guarantee agreement” to obtain information and related information and conduct a business activity with the National Police Agency’s 112 business guarantee agreement.

2) On March 6, 2012, the Plaintiff and the Defendant drafted a “equipment Supply Contract” (hereinafter “instant contract”) for the receipt and performance of the second business with the following content. The instant contract is for the purpose of Article 1 (Purpose) through the strategic alliance between the two companies.

The purpose of this study is to obtain contracts for the integration of the National Police Agency 112 and the implementation of the project.
