A. Defendant B, as the head of the O Center, directed and supervised the overall tasks of personnel affairs, general affairs, planning, budget, education, and conclusion of contracts for supply of equipment as the head of the O Center, and D, as the head of the management planning team (new growth strategy team), as the head of the accounting department, was in charge of the practical affairs of accounting, personnel affairs, education, and contracts for supply of telecommunications equipment.
