From August 2013 to September 3, 2013, the Defendant, who had been engaged in obstruction of performance of official duties by fraudulent means, prepared a false work experience certificate as if he/she had been on board as if he/she had been on board as the crew of C, a fishing vessel owned by B, to obtain a marine officer license, and requested B to prepare a false work experience certificate as if he/she had been on board as the crew of C, a fishing vessel owned by B, and B around August 28, 2013, the Defendant prepared and delivered a false work experience certificate to the Defendant, even though he/she had not been on board as the crew of C, for 36 months from September 3, 2010

On August 28, 2013, the defendant submitted an application for issuance of a marine officer's license to a public official in charge of issuing a marine officer's license (license number D) to the Busan Regional Maritime Port Office, which is located in 351, as the Busan Regional Maritime Port Office, and received the license of a small ship pilot (license number D) around September 2, 2013.

Accordingly, the defendant, in collusion with B, has interfered with the performance of duties of public officials in charge of issuing licenses to marine officers of Busan Regional Maritime Port Office.

2. Although a marine officer license is not obtained by fraud or other improper means in violation of the Ship Personnel Act, the Defendant, in collusion with B, submitted a false certificate of work experience to obtain a marine officer license for a small ship operator.
