1. On October 30, 2010, the Defendant: (a) conspired with the participants in the above assembly from around 12:30 to 15:00, the Defendant obstructed the general traffic by interfering with the passage of vehicles on the road by moving the way to the direction from the dong Round to the vicinity of the Magmunmun square located in Jongno-gu Seoul, Jongno-gu to the direction of proceeding; and (b) interfered with the flow of vehicles on the road.
