A shall be punished by a fine for negligence of KRW 2,000,000, and by a fine of KRW 500,000, respectively.

The above fine is imposed against the Defendants.

Defendants are creditors of C, victims D are children of C, and victims E are husbands of C.

The Defendants were able to contact the victims who did not contact with the Defendants without discharging their obligations to receive C’s obligations.

1. No one shall repeatedly send any codes, words, sound, image, or motion picture that arouses fear or apprehension to any other person through an information and communications network, and no debt collector shall visit any person related to his/her liability with respect to his/her obligation or allow any interested person to deliver words, letters, sound, image, or any other article to any other person, except where he/she seeks advice from the debtor about the method of identifying the debtor's location, contact information, or location;

Nevertheless, around December 28, 2017, the Defendant sent a text message to the victim D using a mobile phone from the Defendant’s house located in the F in Y in Yasan-si to the victim D by using a mobile phone, stating that “In good words, the Defendant shall go to the H center in front of the G G Myeon Office of the two ASEAN, and shall go to the moneyer, and that it shall be promptly contacted before that date.” From December 15, 2017 to January 1, 2018, the Defendant reached the victim repeatedly, and at the same time, sent the victim a text that arouses fear or apprehension as shown in the attached Table 1 of the Crimes List from December 15, 2017 to January 1, 2018.

2. No debt collector of a defendant B shall visit persons related to a debt with respect to the debt or cause them to deliver words, letters, sound, images, or things to persons concerned, except where he/she asks them about the method of identifying the debtor's location, contact information, or location, for debt collection.

Nevertheless, on January 26, 2018, at the defendant's house located in Yasan-si I, the defendant will use a mobile phone from the defendant's house in Yasan-si to use the mobile phone to the victim E;
