A. In order to secure the self-sufficiency function of the Pannam-si city, the Plaintiff was promoting a project to create the tegrial ballast in a 661,915 square meters in a zone for the housing site development of Sungnam-si.

B. On May 4, 2006, the Plaintiff announced the supply of land for urban support facilities in the said area for the development of a new city of the sales market, under Article 2006-345 of the Gyeonggi-do public announcement, and concluded a joint purchase agreement with the Plaintiff on January 31, 2007, with the following jointly referred to each of the above companies, including the Defendants and the Defendants, Cencen Entertainment, Inc., Ltd., Embex, Embnet, Co., Ltd., Ltd., Ltd., Ltd., e., e., e.g., Co., Ltd., Ltd., e., e., e., e., e., e., e., e., e., e., e., e., e., e., e., e., e., e., e., e., e., 8,610 square meters.

(hereinafter “instant contract for the sale of land”). Facts of background

1. On May 4, 2006, the Plaintiff was publicly announced under Article 2006-345 of the Gyeonggi-do Public Notice and Article 2006-50 of the Public Notice of Gyeonggi-do Local Public Corporation that is entrusted with the Plaintiff’s site supply business (hereinafter “public notice of supply”) to supply a site for urban support facilities within a housing site development zone.

2. In order to supply a site, the Plaintiff publicly announced the guidelines for the supply of land for the project for the development of the Pan River Ballast (hereinafter referred to as “supply guidelines”).

3. The Defendant consortium agreed that the application for the purchase of the objective site should be made in accordance with the above supply announcement and supply guidelines, and that the business plan submitted at the time of the application for the purchase will be used in accordance with the designated purpose.

4. The Plaintiff submitted the Defendant consortium, such as complying with the designated purpose of the Defendant consortium’s undertaking.
