C around 11:00 on May 2, 2016, by submitting bid-related documents sent by the Defendant to E Ministry of Finance and Economy through the World, and as if it competes with each other, (State)B has been awarded a successful bid of KRW 720 million.

As a result, the defendant and C caused the fairness of the tender by a fraudulent means in collusion.

2. The Defendant of the offering of a bribe is a person who operates a BB to purchase disused goods against the military unit. From December 23, 1989 to December 23, 1989, F is a public official who served as a soldier and has been in office as a quasi-ranking officer on November 1, 2009 and has served as a public official in charge of general supplies and disuse processing during the period from December 12, 2016 to January 26, 2018.
