Examining the evidence duly admitted and examined by the court below, the court below was just in finding the Defendants guilty of all the modified charges of this case on the grounds as stated in its reasoning, and it did not err by omitting judgment or exceeding the limit of free evaluation of evidence in violation of logical and empirical rules, or by misapprehending the legal principles on Articles 66-2 and 23(3) of the Industrial Safety and Health Act by failing to exhaust all necessary deliberations as alleged in the grounds of appeal.

Therefore, all appeals are dismissed. It is so decided as per Disposition by the assent of all participating Justices on the bench.
