In order to obtain a 6th mate's license, a marine officer's license shall be exempted from a written examination, if the operation of a ship or the operation of an engine requires at least two years' work experience, and at least two times' work experience is required.

From April 30, 200 to April 30, 2004, the Defendant was issued a false certificate of work experience on board, stating "4 years during the period of work on board" from the above company on September 29, 2010, when the Defendant worked as deck crew at D (State) located in Ulsan-gu C, Ulsan-gu, and engaged in the operation, etc. of the above company during the above period as a maximum of three years and three months, and the period of work on board to be exempted from a written examination during the 6th mate license examination.

Therefore, the defendant, based on the above false service experience certificate, was exempted from a written examination among the sixth mate examinations, and was issued a sixth mate's license under the name of the head of Ulsan Regional Port Office in Ulsan-gu on October 25, 2010 for a marine officer's license, such as a false service experience certificate, to the public official in charge of marine officer's license, and was issued a sixth mate's license under the name of the head of Ulsan Regional Port Office in the same day.

Accordingly, the Defendant obtained a marine officer license by fraud or other improper means.
