On July 10, 2017, from around 16:55 to 17:10 on the same day, the Defendant obstructed the traffic by blocking the passage of automobiles for about 15 minutes in a manner that he/she sits at the center of the lane while under the influence of alcohol, on the ground that he/she threatened the Defendant with a fluencing vehicle across the lane from the long distance of the 485-ro of Gangseo-gu Seoul Metropolitan Government.
