Except as otherwise expressly provided for in any other Act, no person shall borrow or lend any access medium, or store, deliver or distribute such medium, while receiving, demanding or promising to receive, demand or promise any compensation.

On March 2018, the Defendant: (a) delivered the core chip for the use of the upper line liaison provided by the said D to the said G; (b) inserted the chip into the mobile phone; and (c) began to receive specific instructions regarding the delivery of the check card from the solicitation book for the use of the upper line liaison; and (d) inserted the chip into the mobile phone; and (e) made the chip into the mobile phone.

around 16:40 on March 13, 2018, the above G and the above H moved to the new bus terminal in Seocho-gu, Seoul, Seocho-gu, 194 due to the new distribution of Seocho-gu, Seoul. The above G waits at the vehicle, and the above H was a chapter 1 of the CC Card (J) connected to the new bank account in the name of the first person before the above terminal.

Accordingly, the Defendant promised to receive the price in collusion with the above G and H, etc. in order to collect the false name-free bankbooks and kept the access media of electronic financial transactions.
