The Defendant is a person engaged in the service business under the trade name called Geumcheon-gu Seoul Metropolitan Government B and 2.

No one shall be equipped with facilities, such as bedrooms, in a place of smuggling or partitions, in a school environment sanitation and cleanup zone, for business providing services that conduct physical contacts with unspecified persons, exposure to a sealed part, or any other similar activity, or that are likely to conduct such activity.

Nevertheless, from January 1, 2017 to March 3, 2017, the Defendant had six smugglings and one shower room in the above place located in the school environment cleanup zone (179 meters from D schools), and operated a marina room business.
