The Plaintiff, on April 5, 2013, intended to construct the existing central heating boiler system of the apartment of this case to convert the existing central heating system into each individual heating unit, publicly announced the limited competitive bidding (hereinafter “instant primary bidding”); and conducted the site site conference on April 15, 2013 with respect to the individual heating conversion works (hereinafter “instant construction works”).

At this time, the public announcement of the tender is limited by the provision that the participation in bidding is limited to a business that has no delay or experience in construction related to apartment construction.

As a result of the instant first bidding, the Plaintiff decided to conduct a bid, and decided to conduct a second bidding. On April 24, 2013, the Plaintiff issued a second bidding notice (hereinafter “instant second bidding notice”) with respect to the instant construction as follows.
