On December 31, 2012, the Defendant obtained permission for conversion of a mountainous district from the head of Pyeongtaek-gun for the purpose of constructing a single house and creating a site for a single house with respect to 1,498 square meters and 650 square meters among forest land B in Gangseo-gun, Gangwon-do.

From June 2013 to July 2013, when the Defendant cutting out fallen leaves in the above real estate and performed civil engineering works for the creation of access roads and detached housing sites, the Defendant converted the use of mountainous districts to the extent of 870 square meters away from the boundary of each of the above mountainous district conversion areas without obtaining permission for change of mountainous district conversion from the head of Pyeongtaek-si, and without obtaining permission for change of mountainous district conversion, beyond the boundary of each of the above mountainous district conversion areas.
