A. On July 1, 2005, the Plaintiff entered the Army of the Republic of Korea, and served as an administrative supply soldier at the headquarters B of the First Korean Army as a member of the Military Service Corps B, and was discharged from military service on February 15, 2006.

B. On February 28, 2006, the Plaintiff filed an application for registration of a person who rendered distinguished services to the State on the ground that the Plaintiff caused “other disability in installments” to the Defendant due to military service.

On June 13, 2006, the Defendant rendered a decision that there is no proximate causal relation between the above-mentioned disability and military service, and that the Plaintiff does not meet the requirements for “abstinence in the line of duty” under Article 4(1) of the Act on Persons of Distinguished Service to the State.

The plaintiff filed a lawsuit with the Seoul Administrative Court seeking the revocation of the above non-specific decision as 2006Guhap32429, and the above court rendered a judgment revoking the above non-specific decision on September 21, 2007, and the above judgment became final and conclusive.

When the judgment became final and conclusive as above, the Defendant registered the Plaintiff as a “military police officer on duty” in accordance with the provision of the above Article with the different content from the “other disability of war division.”

On February 12, 2013, the Plaintiff filed an application with the Defendant for an additional recognition of major points pursuant to Article 6-5 of the Act on Persons of Distinguished Services to the State (hereinafter collectively referred to as the “ different persons subject to the application”), with respect to the Defendant’s “stroke-out disorder, stroke-out disorder, internal scoding-out disorder, two scoke-out disorder, protruding-out disorder, left-hand scoke and protruding-out on the left-hand side, stroke-out disorder, stroke (S.P), stro (S.P), stroke-out disorder (stroke), stroke, mental stroke-out disorder, external stroke-out disorder, scoke-out disorder, knife, scoke-out disorder, transition-out disorder, and transition disorder” (hereinafter collectively referred to as the “dis

The Board of Patriots and Veterans has deliberated whether the above application is an additional award under the Act on Persons of Distinguished Service to the State and the Act on Veterans and Veterans Compensation.
