No person shall cover an automobile registration number plate intentionally or make it illegible.

Nevertheless, at around 15:40 on December 21, 2018, the Defendant: (a) made it difficult for the Defendant to find out the registration number plate in the way of piling up the box box on the front side of the Dabong 3 freight truck operated by himself in order to avoid the crackdown on parking in front of the Da bank Automatic point B located in Masan-gu, Masan-si.
