In order to stabilize the residence of homeless workers with no special security, the Defendant and C offered a loan by the Ministry of Land, Infrastructure and Transport with documents related to employment, such as a certificate of employment and a statement of salary, and only certain documents such as a pre-paid contract, etc., to use the loan at a lower interest rate than the market interest rate. The Defendant and C conspired with the above name-based inception for the use of the loan by dividing the loan of the pre-paid housing by using the false employment-related documents and the fact that the financial institution entrusted with the above loan-related business only formally examines the loan-related business and lending the loan, using the fact that the financial institution entrusted with the above loan-related business is performing the formal examination and lending.

On March 19, 2014, the Defendant and C prepared a false apartment lease contract with the lessor, the Defendant, and the Defendant in the E-style brokerage office located in Guro-gu Seoul Metropolitan Government, stating the lessor, the Defendant, as the lessee, the security deposit amount of KRW 190,00,000,000, in Seoul Guro-gu Seoul Metropolitan Government F apartment 206, 1208.

On March 20, 2014, the Defendant submitted to the person in charge of the loan of the above apartment complex a false certificate of employment as if the Defendant, who was given from the above name in fact, was working in G, at the Dong branch of the Guro-gu Seoul Metropolitan Government, Dong-ro, Dong-ro, 118, and applied for the loan of the National Housing Fund of KRW 80 million.

However, in fact, the defendants thought that they will use the loan individually and did not have the intent or ability to use the loan for the purpose of the National Housing Fund loan.

The Defendant, in collusion with C and his name in bad faith, deceiving a person in charge of loans from the National Housing Fund managed by the Republic of Korea on March 28, 2014, shall receive 80 million won from the Defendant to the account of national bank in the name of C on the pretext of loans.
