The purport of the claim and the appeal.
1. Basic facts
A. The Plaintiff was the representative of the third lessee [the chairman of the lessee’s representative meeting (the elected in a special election) from April 16, 2018 to June 30, 2018] of Suwon-si, Suwon-si, who was a candidate for the election of the representative of the fourth lessee, and the Defendant is the chairman of the election management of the instant apartment.
B. On May 2, 2018, the Defendant damaged the honor of the Defendant at the voting place for the representative of the fourth lessee of the apartment building of this case.
The Plaintiff filed a complaint with defamation, etc. (No. 35520 of the Suwon District Prosecutors' Office 2018, hereinafter "the instant accusation case").
E, who was elected as the president of the fourth lessee representative meeting of the instant apartment complex, was to prepare a written application to submit the instant case for accusation, and F, the managing warden of the instant apartment complex, upon the request of E, prepared a written application with the same contents as the attached Form (hereinafter referred to as “written application”) on September 11, 2018, and printed out it to E.

E was signed by 29 residents of the instant apartment complex in the apartment complex, etc. in the apartment complex of this case, and the defendant's complainant submitted the written application of this case to the Suwon District Prosecutors' Office around September 12, 2018 as reference materials for the instant complaint case.
E. On September 12, 2018, the fourth lessee representative meeting of the apartment of this case held a public hearing among the 20 residents of the apartment of this case on September 12, 2018.

The plaintiff's assertion that the defendant filed the complaint in this case with the consent of the residents of the apartment in this case, and submitted an application for coal with the consent of the residents of the apartment in this case, together with E and F at the meeting room of the apartment management office in this case from September 12, 2018 to 16:00.
