Accordingly, the reasoning for the statement in this case is as follows: "The plaintiff is equivalent to 9.7 of the first instance court's decision" (Article 17 (2) of the Personnel Regulations provides that "the minimum requirements for the reappointment of each teacher's position shall be as follows," and subparagraph 2 provides that "the assistant professor requires research performance of at least 100% during the term of appointment: Provided, That where the term of appointment is 4 years, research performance of at least 200% during the term of appointment requires research performance during the term of appointment." This argues to the purport that "evaluation" should be conducted during the term of appointment (on the basis of the full amount).
However, Article 17 (3) of the Personnel Regulations of this case provides that "the minimum requirements for the reappointment by position under paragraph (2) shall be determined and notified, and only the part of the completion of research that is the minimum requirements for the reappointment shall be recognized before two months prior to the determination and notification of the reappointment, and Article 17 (2) 2 of the Personnel Regulations directly provides for the period for submission of research records that are subject to evaluation when the faculty is reappointed, and it is deemed that the scope of research records subject to evaluation or the deadline for submission thereof is not directly stipulated. In light of the above provisions, the purpose of each of the above provisions is to determine the minimum requirements for the reappointment by position of the faculty and the minimum requirements for research records subject to evaluation by position of the faculty, and it is understood that the research records subject to evaluation shall be defined as the part of the completion of research records submitted by two months prior to
