No person shall move or arrange to move or arrange any foreigner who enters Jeju-do without the visa and has not obtained the permission of the Minister of Justice for extension of sojourn area from other areas within the territory of the Republic of Korea

On November 2012, the Defendant accepted the offer that foreigners who entered the airport, etc. of Jeju-do, without a visa from the name of the Chinese passenger (hereinafter “D”), who entered the airport, etc. of Jeju-do, move to other areas within the territory of the Republic of Korea from Jeju-do and would offer two million won per foreign passenger.

Accordingly, around December 2, 2012, the Defendant: (a) introduced at Jeju City, E (two years of suspension of execution on January 17, 2013) and F, along with the instant one, a license from a Chinese person under the name of G and H; (b) obtained the license from a Chinese person under the name of G and H on December 1, 2012; (c) was a foreign national of the Chinese nationality who entered the Jeju International Airport without the visa on December 1, 2012 (I; (d) two years of suspension of execution on January 9, 2013), J (J, as of January 8, 2013, and as of January 8, 2013, the period of suspension of execution was two years of suspension of execution).

Around 12:00 on December 3, 2012, the Defendant continued to use the above E and F’s driver’s license in Jeju-si, Jeju-si, and the Defendant issued two tickets to board the flight of Jeju-si Kim Jong-si, Kim Jong-si, Kim J, and ordered the above E and F to guide the above I, J to move Jeju-do to other areas than Jeju-do, within the territory of the Republic of Korea.

As a result, the Defendant conspired with E, etc. to move a foreigner who did not obtain permission for extension of sojourn area for profit to another area within the territory of the Republic of Korea, but the above E, etc. did not reach the wind of arresting the police officer, but did not commit an attempted crime.
