No person shall obtain the permission for the development acts as prescribed by the National Land Planning and Utilization Act in an unlawful way.

Defendant

A intended to obtain permission for development in order to create a greenhouse site, such as flowers and Subdivision, on the parcel outside B, Chungcheongnam-gun, Chungcheongnam-gun, and in order to obtain the above permission, it was installed in the above land, and it was necessary to obtain C’s consent to the relocation of the cemetery.

Defendant

D The defendant A prepared a written consent of the cemetery funeral service provider in the name of the cemetery funeral service provider E and proposed to obtain permission for development activities, and the defendant A consented thereto, and the defendant D requested the E to prepare a written consent.

E around February 2010, D prepared a written consent for the relocation of a cemetery as if the above cemetery was its own possession, and Defendant A submitted the said written consent along with a certificate of seal impression, and obtained the said permission from Thai-gun on November 11, 2010.

As a result, the Defendants conspired with E to obtain permission for development activities under the National Land Planning and Utilization Act by unlawful means.
