In using and managing the means of access, no one may lend the means of access while receiving, demanding or promising any compensation, unless otherwise specifically provided for in any other Act.

Nevertheless, around June 13, 2019, at the office of the defendant located in Gwangju-gu, Gwangju-gu, the defendant received a proposal to the effect that "for example, the defendant has a sports debate and all the passbooks exist in our country.
