The defendant shall not obtain a driver's license for a deaf-mute.

Nevertheless, at around 16:40 on April 24, 2017, the Defendant driven a car of approximately 2 km C, from the front of the National Assembly Center located in Yeongdeungpo-gu Seoul Metropolitan Government, to the front of the 192 public road in Mapo-gu, Mapo-gu, Seoul.
