3. Until March 2, 200, a golf trip was operated by an ombudsman with China-Namnam-ro, thereby violating Article 6-2 of the former Code of Conduct for Public Officials (hereinafter referred to as the “B-Gu Code of Conduct”).

Around March 15, 2015, the Seoul Special Metropolitan City Personnel Committee demanded a resolution on disciplinary action to the First Personnel Committee. On the same ground, on June 15, 2015, the first personnel committee of Seoul Special Metropolitan City violated Article 53 of the Local Public Officials Act and Article 6-2 of the former Code of Conduct, which is deemed to fall under grounds for disciplinary action under Article 69(1) of the Local Public Officials Act, and the Defendant made a resolution on disciplinary action for three months of suspension from office on July 1, 2015 (hereinafter “instant disposition”). D. The Plaintiff appealed against the instant disposition and filed a petition with the Seoul Special Metropolitan City Local Appeal Committee, but was dismissed on August 7, 2015.
