When the Defendant, as a owner of Busan Shipping Daegu C forest land, engages in construction of a building in violation of the purpose of designation as a development restriction zone designated as a development restriction zone, he/she shall obtain permission from the Special Self-Governing City Mayor, the Special Self-Governing Province branch, the head of Si/Gun/Gu, or the head of Gu/Si/Gun.

On April 2015, without obtaining permission from the head of the Gu of Busan Shipping, the Defendant constructed a pole and a wall on the floor of the above forest as a panel, and newly constructed a building for storage with a size of 24 square meters in a size covered by the roof without permission.
