On March 4, 2015, at around 13:50, the Defendant discarded cigarette butts in front of the National Bank located in Nowon-gu in Seoul Special Metropolitan City, Nowon-gu, and 1380, the Defendant attempted to present identification cards to “no person,” to refuse to present identification cards, and to be arrested as a flagrant offender without disclosing his/her personal information from the above E. In order to arrest the Defendant as a flagrant offender under the Act on the Punishment of Minor Offenses, the Defendant used both arms from the above D and E, spating the arms of the above D and the above E, and spating the clothes of clothes.

Accordingly, the defendant interfered with the maintenance of police officers' order and arrest of flagrant offenders.
