B If a person directly manages at least 1/2 of the area of a store in a large-scale store sold in lots, the person directly manages the store; if there is no person, the corporation established with the consent of at least 2/3 of the shop occupants; the cooperative or business cooperative established with the agreement of at least 2/3 of the shop occupants; and the self-management organization organized with the agreement of at least 2/3 of the shop occupants; and the person designated with the consent of at least 1/2 of the shop occupants, shall perform the duties of the shop founders, such as a large-scale store; and the person who performs the duties of the shop founders, such as a large-scale store, shall report to the head of the Si/Gun/Gu having jurisdiction over the Special Self-Governing City as prescribed by Ordinance of Ministry of Trade, Industry and Energy. However, the defendant, without reporting a large-scale store, etc. from December 5, 2014 to January 27, 2015, without reporting the current status of the market to the merchants and performing the duties necessary to operate and manage the store
