The defendant is a herb druggist who operates "D Oriental Medicine Bank" in Jeonyang-gun C.

No person other than a medical person shall perform medical practice, and no medical person shall perform any medical practice other than that licensed.

Nevertheless, at around 10:00 on December 13, 2012, the Defendant performed medical practice by sticking three guidelines of approximately 5 cms on the so-called “E” and on the bridge where he found Heari from the above herb bank operated by himself.
