No driver of any motor vehicle other than a motor vehicle shall drive on any expressway or motor vehicle.
Nevertheless, on September 16, 2017, the Defendant driven the B Oba (108cc) from the vicinity of the Subdivision-gu Seoul Metropolitan City, Sungnam-gu to the south of the Sungcheon-gu, Seoul Olympic Games, as the exclusive road for automobiles around 13:50 on September 16, 2017.
