On November 9, 2013, the Defendant sent a written notice of enlistment in active duty service under the name of the director of the Incheon and the Gyeonggi Military Manpower Office to the 102 supplementary unit located in the Council by the Internet mail to December 17, 2013, but did not, without justifiable grounds, enlist within three days from the date of enlistment.
