From March 5, 2013, the Defendant was a severe weather alert for the entire member of C (hereinafter referred to as “C member”) from March 4, 2013, and C member was appointed as a secretary of C member from February 5, 2014 to help C member carry out an election campaign.

No one shall distribute the documents containing the details of support or recommendation of a candidate (including a person who intends to become a candidate) or indicating the name of a candidate, in order to influence the election from 180 days before the election day to the election day, without following the provisions of the Public Official Election Act.

The Defendant created a severe weather alert to the supporter of C Council members found there at the election campaign office for gathering D elections of C Council members in Gwangju-gu, Gwangju-gu, or requested them to assign a position of severe weather alerts to those who can assist in election campaign of C Council members, and made it possible to raise C Council members' support level or let C Council members make a supporting statement every time the severe weather alert is issued.

Accordingly, the Defendant, through employees in the above election campaign office, made out of the above election campaign office a special name tag containing the phrase “00 severe weather alerts for National Assembly members C,” which is 9cm wide by 5cm wide and 5cm wide from the above election campaign office, and made it possible to divide the name cards to the applicants who find the election campaign office, or to make the special name cards by requesting the Defendant to issue the special name cards by requesting the Defendant to directly take charge of the position of special weather alerts, if it includes the content of supporting C’s member, which is the document indicating C’s name.
