No person shall acquire or have others acquire a supply of any deed, status or housing constructed or supplied pursuant to the Housing Act by fraudulent or other unlawful means.

Nevertheless, the Defendants: (a) provided special supply to the persons of distinguished service to the State, persons with disabilities, etc. within the limit of 10% of the construction volume when supplying newly constructed apartment by a housing supply project proprietor; (b) provided that there is little person with economic ability to obtain the sale of newly constructed apartment among the persons with distinguished service to the State or persons with disabilities holding the qualification concerned; (c) purchased documents necessary for special application for the sale of apartment units from the persons with the above special supply priority who actually have the intention and ability to purchase the documents for the special application for the sale of apartment units in their names; and (d) sold the newly constructed apartment by the method of receiving the winning after filing an application for the special sale in their names; and (e) purchased documents, such as a national certificate of merit and certificate of disabled persons necessary for the application for the sale of apartment units from the persons with distinguished service to the State, and (e) sold the apartment units to Defendant A and the persons with distinguished service to the State under the name of the State. (d) The Defendants A and F applied for the sale of apartment units under the name of the State.

According to the above public offering, the above F notified Defendant B of the information on the application for the sale of "G apartment" on June 2015, and Defendant B, at around that time, at the national meritorious association of Jung-gu, Daegu-gu, Dong-gu, Seoul-gu, the State meritorious Association, which has no intention or ability to purchase a new apartment, to the public H who has rendered distinguished services to the State without the intention or ability to purchase the new apartment.
