The defendant is not a medical person, as a pastor of the Ethical Dogwon in Chungcheongnam-gun, Chungcheongnam-do.

Despite the fact that a person, other than a medical person, was unable to perform a medical practice, the Defendant, at around 15:00 on January 24, 2013, performed a non-licensed medical practice in the same manner to about 40 persons from April 2012 to January 24, 2013, including: (a) the Defendant paid a wound to three parts of the body, such as Egyna, F, etc.; and (b) the Defendant saw the skin to perform a skin treatment, such as extracting the skin by taking the skin into consideration; and (c) the Defendant performed a non-licensed medical practice in the same way.
