A A shall be punished by a fine of one million won, and Defendant B shall be punished by a fine of two million won.

The above fines are imposed by the Defendants.

Any person who intends to run an international marriage brokerage business shall register with the head of a Si/Gun/Gu having jurisdiction over an area where he/she intends to establish a brokerage office in compliance with the capital requirements, guaranteed insurance proceeds, brokerage offices, etc. provided for in the Act on the Management of Marriage Brokerage.

Nevertheless, on March 9, 2016, the Defendants explained the documents necessary for preparing for marriage and the expenses incurred in preparing for marriage to E at the potae House located in Hongcheon-gun D, the Defendants: (a) signed an international marriage brokerage agreement by indicating the “F” as the representative of Defendant A in the past to one party; (b) followed the necessary procedures at Vietnam, such as translation of documents, etc. to ensure that E’s international marriage will disappear; and (c) received a total of KRW 16,390,000 from March 10, 2016 to February 7, 2017, in total, from the Defendant’s bank account under the name of Defendant A (G) to seven times in total.

As a result, the Defendants conspired to engage in international marriage brokerage without being registered.
