No one shall cover a registration number plate intentionally or make it illegible.

By October 17:20 on February 10, 2019, the Defendant stopped D D D D D D D D D D D D D D horse on the roads near Pyeongtaek-si, and, in order to avoid the detection of D D D DD on illegal parking and stopping control, intentionally, made it difficult to identify the front part of the registration license plate of the said vehicle with a black plastic paper.
